Diagnostic services are available, without regard to family income, to Kansas youth under the age of 21 years who are suspected to have a severe disability, or chronic disease. Prior authorization is required and may be obtained by phone or letter from program staff.

Community Supports and Services (CSS) manages a system of community based supports and services for persons with disabilities. Those supports and services, are delivered in partnerships with organized networks and funded through a variety of federal, state, local, and private sources. Community service providers reflect a variety of private not-for-profit and for-profit organizations as well as governmental entities.

The Disability Rights Center of Kansas (DRC), formerly Kansas Advocacy & Protective Services (KAPS), is a public interest legal advocacy agency empowered by federal law to advocate for the civil and legal rights of Kansans with disabilities. DRC is the Official Protection and Advocacy System for Kansas and is a part of the national network of federally mandated and funded protection and advocacy systems. As such, DRC advocates for the rights of Kansans with disabilities under state or federal laws (ADA, the Rehabilitation Act, Federal Medicaid Act, Kansas Act Against Discrimination, etc.)

DisabilityInfo.gov is a comprehensive online resource designed to provide people with disabilities with quick and easy access to the information they need. With just a few clicks, the site provides access to disability-related information and programs available across the government on numerous subjects, including benefits, civil rights, community life, education, employment, housing, health, technology and transportation.

Parent centers in each state provide training and information to parents of infants, toddlers, school-aged children, and young adults with disabilities and the professionals who work with their families. This assistance helps parents participate more effectively with professionals in meeting the educational needs of children and youth with disabilities. Parent centers are funded by the U.S. Department of Education, under the Individuals with Disabilities Education Act (IDEA).

Infant-Toddler Services (ITS) is a comprehensive, statewide system of community-based, family-centered early intervention services for young children, ages 0-3, with disabilities and their families. The services are provided through the implementation of Part C of the Individuals with Disabilities Education Act (IDEA).

The Protection and Advocacy (P&A) System are congressionally mandated, legally-based disability rights agencies. P&A agencies have the authority to provide legal representation and other advocacy services, under all federal and state laws, to all people with disabilities (based on a system of priorities for services). All P&As maintain a presence in facilities that care for people with disabilities, where they monitor, investigate and attempt to remedy adverse conditions. These agencies also devote considerable resources to ensuring full access to inclusive educational programs, financial entitlements, health care, accessible housing and productive employment opportunities.

Our mission is to promote a higher quality of life for people with disabilities. To do this we recommend policy changes to state laws and programs; provide technical assistance services, referral to appropriate entities; and conduct training about legislative advocacy, disability awareness, civil rights laws and accessibility.

The Kansas State Board of Education is charged with the general supervision of public education and other educational interests in the state. While clearly acknowledging the role and importance of local control, the State Board of Education has the responsibility to provide direction and leadership for the supervision of all state educational institutions under its jurisdiction.
