The Individuals with Disabilities Education Act (IDEA), authorized in 1975 and reauthorized most recently in 1997, supports efforts to provide coordinated service delivery systems for children with disabilities from birth through age 5. Two programs that provide support to Infants and Toddlers are the Early Intervention Program for Infants and Toddlers with Disabilities (Part C) (from birth through age 2), and the Preschool Grants Program (Section 619 of Part B) (ages 3 through 5).

BHCA’s main purpose is to assist Baltimore City residents enrolled in HealthChoice, the Maryland Medical Assistance Managed Care Program, in accessing comprehensive health care services through participating Managed Care Organizations (MCOs) and related community services.

By recognizing each family's concerns and priorities and focusing on each child's strengths and needs, the Maryland Infants and Toddlers Program assists families of children with special needs during the first three years of the child's developmental journey.

Provides a family-centered approach to assisting families with infants and toddlers, birth through 2 years old who may be delayed in development or have other disabilities.
